EDUCATION SPECIALIST SPONSORSHIP PROGRAM 

Location: West and Central Sumba, Nusa Tenggara Timur

Child Safeguarding: Level 3 (Support Sponsorship Program in ensuring Child Safeguarding is considered and addressed throughout Education services delivery & Carry out sample Child Safeguarding risk, assessments on Education services, and advise Sponsorship)

Role Purpose:

Save the Children Indonesia (SCIDN) has been present in Indonesia since 1976 and became a locally registered foundation, Yayasan Save The Children Indonesia in 2014. We are one of the largest child-right organizations in Indonesia with over 500 staff, working in 12 provinces, on a wide range of programs to ensure every child attains the right to survival, protection, development, and participation. Our ongoing programs address education, health and nutrition, child protection, governance, livelihood, disaster risk reduction, and emergency response. 

In Sumba island, NTT province, Save the Children is implementing a ten-year health and education initiative, through the Sponsorship Program. For this program, we seek an Education Specialist to work in support of the education theme that includes Early Childhood Care & Development (ECCD) and Basic Education (BE). The Education Specialist will provide technical support to the Sponsorship program team (including local partners) to deliver its education activities on time, quality and within budget in line with SC standards and commitments. H/She will lead the involvement of local education authorities and community members in the program; and support the program team to mobilize the community to ensure participation, advocacy, and sustainability of the project as well as the voices of community members, including women and children are heard. 

The post holder will contribute to the achievement of the global KPIs on Operations Delivery, Country Strategic Plan (CSP), and Regional and District Development Programs.

Scope of Work: 

Thematic Technical Support

  • Provide strategic advice and support to partners’ staff to ensure that the partners meet Education thematic objectives and goals. 
  • Work closely with National Education Technical Advisor to provide technical assistance and direction for Sponsorship program implementation to ensure that all Sponsorship Programs align with the Sponsorship CASP module and meet quality standard. 
  • With his/her in-depth contextual understanding together with Education technical expertise, support the sustainability plan process of Sponsorship Program (from planning to implementation).
  • Support the integration of Education interventions within Sponsorship annual plans and budget.
  • Closely collaborate with Health Specialist and CP-Gender Specialist in taking a lead in Education approach in the Sponsorship impact area.
  • Support the local government in sustainability plan and strategizing for the holistic integrative education program.
  • Identify areas in which Sponsorship Program, the local government and related stakeholders can collaborate to strengthen Education services delivery.
  • Facilitate effective collaboration with community leaders, government officials, and other stakeholders to promote shared ownership of education initiatives.
  • Lead capacity-building initiatives for community members, educators, and government officials to strengthen their ability to manage and sustain education programs.
  • Establish and maintain strong partnerships with government agencies, non-governmental organizations (NGOs), and community-based organizations (CBOs) to support the sustainability of education initiatives.

Monitoring, Evaluation, Accountability and Learning

  • Conduct regular visits to Education implementation areas, gather learning and feedback to inform discourse and plans for Sponsorship Program team, the local government and related stakeholders.
  • Conduct regular meeting with the local partners and monitor how they perform the planned activities in achieving the outputs and outcomes.
  • Provide technical input for the monitoring and evaluation of Education Implementation Plan.
  • Support the local government and related stakeholders in assessing Education needs in terms of soft and physical infrastructure.
  • Document lessons learned and ensure learning is shared across Education networks in the area.
  • Provide technical input for local government and related stakeholders to track and measure Education indicators as per Education Implementation Plan.
  • Carry out Education quality assurance visits at Sponsorship Program areas in Sumba to ensure Education minimum standards are being followed and advise where changes on the standards need to be made.
  • Provide technical assistance and actively participate in yearly basis Education program assessments.
  • Collect and analyze data to inform decision-making and improve the effectiveness of sustainability strategies.
  • Actively contribute to the development of Sponsorship Annual Plan (SAP) and Sponsorship Annual Report (SAR).
  • Knowledge management: improve and retain all the tools and documents used by the local partners for the implementation, as well as share the learning from the field with the National Education Advisor and Sponsorship Team regularly.

Emergency Response 

Management: Be part of project activities, financial and budget management when there is a need to respond to any potential emergencies at all areas.

Qualification and Experience 

  • A minimum of a Bachelor’s Degree in Education, Education Management, Early Childhood Education, or a related field. A Master’s Degree is highly preferred.
  • Proven knowledge and understanding of education systems in Indonesia, particularly in rural and underserved areas, such as Sumba.
  • At least 5 years of professional experience in education program design, implementation, and management, preferably within development or humanitarian organizations.
  • Demonstrated experience in improving learning outcomes for children through innovative and evidence-based approaches in literacy, numeracy, and life skills.
  • Proven experience in capacity building of educators, school administrators, and community stakeholders through training and mentorship programs.
  • Familiarity with inclusive education practices and experience working with marginalized or vulnerable populations, including children with disabilities.
  • Solid experience in working collaboratively with government education departments, local authorities, and community-based organizations to strengthen education systems and ensure sustainability.
  • Knowledge and experience in applying Monitoring, Evaluation, Accountability, and Learning (MEAL) tools in education programs.
  • Experience in developing or implementing education policies, frameworks, or strategies that align with national and international standards.
  • Previous experience in designing and executing programs that emphasize community participation and ownership is an advantage.
  • Strong ability to work in a multicultural environment and willingness to travel frequently to rural or remote locations in Sumba
