CHILD SAFEGUARDING:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
 

ROLE PURPOSE:

The Director of People and Culture is responsible for leading the development and implementation of strategic people and culture initiatives that align with the overall country strategic plan. This role ensures that the organization attracts, develops, and retains talent necessary to achieve its mission and goals. The Director will drive a culture of excellence, inclusivity, and collaboration, fostering an environment where employees are motivated to contribute to the organization`s success.

The role will link and draw on SCI’s global people and culture direction while ensuring that SCI Myanmar Country office is a valued and influential contributor to the direction of people and culture within SCI globally. In providing leadership in human resources the role will work closely with all teams to embed behaviours consistent with SCI’s values and standards and will provide advice, counsel and solutions to leadership in analyzing issues and challenges of the country office.

This position will manage and coordinate work in the areas of equity, diversity, and inclusion; employee well-being; continuous workforce improvement; staff training and professional development; and HR policy development and compliance. As a member of the Senior Management team, the post-holder provides inputs on the overall country programme’s strategic directions and contributes to key decisions affecting the CO.
 

SCOPE OF ROLE:
Direct Reports: Senior HR Manager, Talent and Learning Manager, National Safeguarding Lead
Indirect Reports: 11 HR team and Filed HR and safeguarding teams 
Budget Responsibilities: as per the Schedule of Delegation

Role Dimensions: The role holder will ensure the provision of quality HR services and safeguarding to a team of about 800 staff across country. The role holder is expected to work as a business partner to the Country Director and SMT, support the SMT in the roll out of key transformational projects and to ensure quality performance of HR and Safeguarding teams in all aspects of their work. The role holder is also expected to work in collaboration with Save the Children’s global teams and other functional within the Myanmar Country Office.
 

KEY AREAS OF ACCOUNTABILITY

AS A MEMBER OF THE SENIOR MANAGEMENT TEAM:

•    Demonstrate behaviors that are consistent with Save the Children’s Mission, Vision, and Values and ensure their broader application by staff across the program.
•    Contribute and share leadership in developing and implementing Country Strategic plans as building blocks to achieving Save the Children’s 2030 breakthroughs. 
•    Contribute to a conducive and productive work environment that promotes accountability and high performance, encourages an open, respectful, and inclusive team culture of learning, creativity, and innovation to deliver impact for children. 
•    Help to attract and retain diversified talents and design and implement a coherent organizational structure to deliver and save the children’s ambition for children. 
•    Help establish, maintain, and improve active and regular working relationships with humanitarian and development donors, host government authorities, partner agencies, and other NGO actors
•    Ensure the Myanmar Country Office complies with relevant Save the Children policies and standards, to conduct effective risk management and provide high-standard assurance for country office operations.

People and HR Management 
Policies and procedures
•    Oversee the HR manual and all HR-related policies and regularly review and improve these policies based on staff feedback and changing context. Ensure that effective advice and support are provided to managers and staff on the interpretation and application of policies and procedures and on other HR-related matters
•    Ensure appropriate and adequate HR procedures that responding to the conflict and hardship environment that provide adequate support to staff in line with the organization’s “ Duty of Care” policy. 
•    Monitor and advise on disciplinary matters in accordance with established policies and procedures and Local Labour Law
•    Ensure that any conflict, grievance, disciplinary, safeguarding and harassment cases are effectively managed
•    Ensure that staff and Save the Children partners are aware of and adhere to the Safeguarding framework and Policies

Recruitment and retention
•    Ensure appropriate recruitment, retention and succession of staff including the design and implementation of compensation and performance management systems and career development for staff
•    Provide strategic HR support on all people related matters, providing HR leadership, advice and solutions in analysing people issues and challenges across the organisation.
•    Ensure through thorough review that employment terms, conditions and practices are fair, consistent, compliant with labour law and Save the Children human resource policies and best practice, and appropriate to the context
•    In collaboration with Director of Finance, ensure maintenance of updated information on staff salaries, allowances and income tax calculations in compliance with current laws and regulations
Performance and Talent Management, Staff Learning and development
•    Develop a culture of performance management across the organization, where staff are held accountable and rewarded for high performance
•    Lead implementation and maintenance of a fit for purpose performance management system that is in alignment with organizational goals
•    Ensure that performance reviews are conducted regularly by supervisors; provide training and advise to managers on effective implementation of performance management system including the establishment of clear, measureable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations;
•    Analyse on an ongoing basis the organisational staffing profile and, in conjunction with senior managers, advising on job holder competencies and skills in light of changing contexts and content
•    Providing guidance on staff capacity building and in formulating the annual HRD plan and ensure effective use of L&D budget. 
•    Manage the talent management strategy and establish succession planning
Compensation and Benefit
•    Design and administer employee benefits programs, including insurance program, MHPSS and wellness initiatives
•    Develop and oversee salary structures, and provide recommendation following market analysis and industrial norms to maintain competitiveness and internal equity  
•    Ensure compliance with legal and regulatory requirements related to compensation programs.

Team management
•    Lead, Manage and motivate HR staff ensuring that they have clear work plans and objectives
•    Ensure appropriate staffing within Human Resources
•    Ensure that all HR and safeguarding staff understand and can perform their roles in different operating contexts.
•    Manage the HR and safeguarding team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly

    
Diversity, Equity and Inclusion and Staff-welling 
•    Lead and develop a strategy that promote an organization culture lives with the values of Save the Children as well a working environment everyone feels safe and respected. 
•    Lead the DEI strategic goal implementation related with HR functions and serve collective leadership for the overall DEI initiatives. 
•    Lead the development and implementation of improvement plan based on “Share Your Views” staff survey results. 
•    Provide leadership support the staff representative’s initiative that ensure the mechanism is functional with regular two-way communication with the CD and SMTs. 
•    Provide leadership oversight to Staff Wellbeing initiatives including Staff wellbeing fund.

SAFEGUARDING

•    Supervise the Head of Safeguarding to provide overall leadership and oversight to the implementation of the Safeguarding plan, policies and allocate appropriate resource for Safeguarding 
•    Ensures that all of Save the Children work in Myanmar is up to expected safeguarding standards and ensures strong support to partners in implementing the safeguarding standard and relevant laws.
•    Oversees Safeguarding cases and ensures that safeguarding staff and focal points are appropriately skilled. Leads on investigations of alleged of safeguarding and/or provide technical support as appropriate. Ensures strict confidentiality in all such dealings, and compile and share lessons learnt.
•    Ensures the Safeguarding function perform efficiency, responsiveness, accountability, familiarity and compliance with SCI Policies & Procedures. 
•    Ensures a suite of tailored mandatory core training workshops is delivered to enable country office staff to undertake their roles and mainstream safeguarding functions.
•    Ensure that staff and Save the Children partners are aware of and adhere to the Safeguarding framework and Policies

EDUCATION QUALIFICATIONS

•   Post Graduate Degree in a relevant field (MBA, MD, MPA), or professional qualification would be desirable
 

EXPERIENCE AND SKILLS

Experience:
•    At least 10 years’ experience in Human Resources with at least 6 years’ experience in Leadership 
•    Significant experience of implementing and managing HR practices, including recruitment, compensations and benefits, performance management, L&D induction, HR Database
•    Significant experience of designing and writing policies, defining procedures and managing disciplinary cases
•    Experience and ability to set up a vision and a people strategy for the organization
•    Experience and understanding of Humanitarian organization is would be desirable 

Communication and Technical Skills
•    Excellent English communication skills, both written and verbal
•    Excellent personal organisational skills, including time management, and ability to meet deadlines and work under pressure
•    Willingness to travel to field offices and work in difficult environment according to travel requirements
•    Strong ability to influence a wide range of stakeholders, even with no direct authority
Management and leadership:
•    Significant people management skills/experience and proven ability to create an environment which encourages team-working and motivates a team across various geographical areas.
